"Read caller names aloud" can't be stopped!

Phone speaks out the caller name and I can't figure out a way to stop it!

"Read caller names aloud" is disabled.

Thought it was due to Bluetooth headphones, stopped using them and disabled Bluetooth, it didn't matter. 

Android 13. One UI 5.0

Fully updated play services including talkback!
