There is some applications that requires wifi connection to refresh or to start. It may be solved by connecting to a wifi network.

kindly try to connect your phone to a different network 

if that did not work try the following 

1. go to settings > general management > reset > reset network settings

2. go to settings > general management > reset > reset settings as that will only reset the settings for your phone without deleting any data
