I have the one ui 4.1 cire on my a22 4g is it possibke to download the full one ui? 
Cus i wanna get to experience the full ui and the new a23 has the full ui

It isn't possible and FYI the Display of A23 is PLS LCD (not Super AMOLED)

Cant samsung just make it so ppl can choose if thy want full ui or the core? And have the option to change whenever anyone wants to change

Samsung will not do that so if you want One UI (not Core), you have to buy another model which supports the required feature
