Google play system update not updating

After receiving android 13 I factory reset the phone but I found Google play system is not updating anymore. 

Security and privacy says that there's update but when I try to update it says it's already up to date

resolve this issue using the steps below:-

Launch the Settings app and tap General management → Reset → Factory data reset →

RESET → DELETE ALL.

Ensure all user data is backed up using smart switch

from the link below and then use the backup tool to create a data backup
