yess after hard reset your phone will require Gmail and all your saved fingerprints once again

no if he format your phone and your gmail is signed in he can't open it even if he is change the rom your phone will ask for your email and password try it by your self specially on the new phones like s6 - s7 edge -note 5 etc....
