Hi friends 🤗,  I am living in Saudi Arabi,  when could I receive the new one UI 3.0   my device is Note 20 ultra 5G.

dear kindly keep automatic update on from the device settings 

You can also download Smart Switch on your mobile phone and a PC or Laptop, connect them using the USB, if there is an update available for your device, you will be able to update it via Smart Switch.
