My galaxy note 9 won't rotate even when I'm activating auto rotate
And samsung health won't function and app can't open

To enable or disable this setting, follow these steps:
Go to Settings> Accessibility.
Choose Auto-rotate screen.
If you are using TalkBack, you can disable this setting, since rotating the screen can interfere with spoken comments and notes
Fix Android app installed but not working
Try the following steps if the most recent apps installed on your phone are experiencing any of these problems:
The downtime
Does not open.
Does not respond.
It does not work properly. If the not running app is an instant app, please try these troubleshooting steps instead.
After each step, restart the phone to see if the problem is fixed.
Note: Some of these steps only apply to Android 8.1 and up. Learn how to check the Android system version on your device.

On most phones, press the power button on your phone for 30 seconds or until the phone restarts.
You may need to click the restart icon .
Check for Android updates

Step 2: Check for a bigger app issue
Force stop the app
Clear app cache and data
Communicate with the application developer
*Uninstall the application
