Note 8 Notification Panel

Hi,
I have disabled "Quick-open Notification Panel" (swip down to open the notification panel from home screen).
But still I can swip down!!!!

device is updated with latest update Oct 1, 2018.

Anyone has same problem or have resolve it?

turn quick swipe down on.

I need it OFF.
I don't need to use notification panel by swipe down.
Because I feel this option is insecure as it is functioning while the device is locked!!

Hiding contact is functional.
The question: is it possible to disable swipe down for ever?
