if you seek built in call recorder there isn't
but app lock is available under app called
secure folder

Call recording voialates the rule in KSA. Therefore, Samsung removed it from the KSA firmware. Regarding app lock, you can use Secure Folder instead, move your private files, photos and data, after that lock them with your fingerprint and pin lock. It's more secure than app lock.
