Is there anyway to register in one ui 3.0 beta program outside USA? I have tried with vpn but failed.

Using VPN won't change Samsung Member app to relate to U. S. Additionally, Galaxy Note 20 Series have different processor and model numbers in U.S. Thus, you won't be able to install its firmware on your phone.
