Hi,
Try this method it will help to short thus issue
After unistaling it try reinstalling it but make sure to clear cash and clear data and then unistalle it and try again..

When I had one ui 2.5 core I could download this app but after one or two days that automatically uninstalled. When I upgraded to one ui 3.1 core that error came to my m02 like that.

But the point is we can't download Samsung cloud app from enywhere.

Yes it does come preinstalled in all the devices it's an app update that the manufacturer provides via Galaxy Apps Store so once u unistall the previous updates the update will be showen in the Galaxy Store.
So this will short out the error you are facing since I did too faced it once and it worked for me ..
