One UI 2.0 is already available for S9 plus, also there is One ui 2.1 is released too.
To update your S9 plus follow these Steps.

Go to Settings.
Scroll down and tap Software update.
Tap Check for updates.
Tap OK.
Follow the steps to install the update.

mwAkram, As you bought the device from Dubai, You will get updates when Samsung releases its updates in Dubai region.

download smartswitch on a pc or a laptop and connect you mobile. check for device up. try it and if this method doesn't work please let me know

okeyy we have one more way by which you can shift your region to India. the issue is if you do any mistake or so you might loss your mobile/require a professional help
