Easy Mute is a Samsung feature that allows you to mute incoming calls and alarms quickly just by placing your hand on the screen. The Problem you is facing Seems it only works after the phone starts ringing. I assume the best way to mute the phone is to use the pull-down menu and turn the speaker off.

>Reset the device settings by navigating to Settings >> General Management >> Reset >> Reset Settings.
