Google assistant glitch

This seems like a glitch in Google assistant:

On my S23, mobile data can not be switched off while the device is locked, but it can be done using Google assistant even if the phone is locked, that too without touching the phone even once.

As per these settings, the mobile data should not be able to turn off right.
But even after activating both these settings the assistant is able to turn off the mobile data
