As far i can understand your query. Theres no such scheme that by paying some extra we can extend our One UI Update tenure . If Samsung It self decide to extend tenure of Update for some specific phone .

S23 will get stable One UI 8.5. & it supposed to rollout by end of Feb or In March. After Unpacked Event of S26.

No. When you buy a phone they must tell you how long Samsung will give you updates. It is like an agreement which you do with samsung while buying the phone. The policy cannot change later.
