Swipe down to quick panel - bug?

Why after updating to September security patch, swipe down to quick panel shows full quick panel instead of half? Now notification also can't able to see again we have to swipe up to make it small quick panel then only notifications are visible....

Is there any solution for this?

Bro that's not any kind of issues. Maybe you done by your own self and I did with my phone too
