I don't understand these basic things.

I am using S22 ultra from 2 months and I want to know this why sometimes I am able to use Big Circle filter in portrait mode but sometimes it's not available. It's not dependent on light or background. At what condition is it available please tell? In below image there isn't available.

Similarly when we bring the notification panel down, I have noticed sometimes we see 3 rows of icons on each page and sometimes only 2 rows. It doesn't matter if there is any notification or not.

I mean why is it like this? What's the reason or condition if anyone knows it please tell.

2 rows of icons are enabled when you select calls, messages, mobile data option. If you turn them off then 3rd row will be enabled
