you can call now without sim. just you want the Samsung account

wifi calling is when your network is low or too weak then it will connect your call with wifi calling and getting clear audio from the both end .

if I am right , Jio is the only to provide WiFi calling support in India for Both Android And iOS devices as i have them on my S9 plus and Even on my iPhone X which having Jio .. that feature helps when your signal strength is weak and you're on WiFi , you still can talk to the other person well like you are on good signal strength and WiFi plays the role in that !
