Do anybody have any clues for changing pictures resolution in Note 10 Plus?

you mean the picture resolution in the camera or for the entire device?

By default for some reason the camera app by Samsung does not include to change the resolution in the settings. In order to change the picture quality, you will have to change the aspect ratio. For comparison, 3:4 is the best, quality photo. Try experimenting with different aspect ratio and go to image details to know the resolution.
