Its country specific.
If the phone is new, try upgrading software because secure folder was added later on.
Complete all payments if bought on EMI.

I bought this phone in emi and i m still on. So is there any clarency that after emi i would get it??

You can access secure folder once your EMI is complete.

Secure folder will be enabled automaticall once emi gets completed(if you have Indian Model)
