Is it compulsory to install truecaller for seeing names of incoming calls on my phone or is there any system settings in samsung galaxy phones and is it safe to use truecaller or any other 3rd party app for this...???

1. no inbuilt option/ system as of now
2. in one word not safe
3. so many 3rd party similar app available

actually Google have its own phone app but , this is an initial stage now, so many improvement Required, not work effectively

You can use samsung own smart caller supported by hiya..and true caller is always unpredictable, I personally dont prefer any app for this purpose..

hiya is comparatively better, hiya not send any personal data to 3rd party services as per sources, he collect only basic device data according to industries guidelines

but I think Hiya is showing name of only reputed caller like of amazon etc. not of ordinary persons. am i right?
